Is the sale of unregistered products an offence?

Yes. § 79 of the Waste Management Act (AWG 2002) contains penalty clauses for violations of the Deposit Regulation, which was enacted in accordance with § 14c AWG. Violations therefore constitute an administrative offence and the penalty can amount to up to 8,400 euros.
